Analysis of the issue in the field of distance education showed that currently there is a need for specific cohort in educational services, especially for children with disabilities. This need in the market of educational services creates supply, which manifests itself in the occurrence and development of educational institutions that conduct distance learning, guided primarily by empirical experience, in the absence of sufficient science-based models and technologies for distance education. It is proved that the successful development of the system of distance education can be accomplished only if didacti-cally reasonable use of means of new information technologies, which are the material basis of the system of distance learning.
