Based on the provisions of the theory of active systems, the problem of assessing the stability of optimal solutions in the management of complex security of social facilities is solved. The proposed algorithm for solving the problem is fundamentally different from the classical Nash equilibrium search algorithm in that it is supplemented with conditions that reflect the nature of the decision-making situation and the options for the correlation of global and local interests of the parties. This addition is carried out by introducing the membership function, which characterizes the distribution of managerial decisions between the manager and the performers with the parity of the ranks of reflection.
