TO THE QUESTION OF PROVIDING PAID MEDICAL SERVICES IN MEDICAL ORGANIZATIONS BUDGET VORONEZH REGION

The article is devoted to the prices on paid medical services in the state and municipal institutions. The authors of this article mark out problems of law guarantee on the health protection related to pricing of paid medical services in Russian Federation entities and municipal institutions. Paid medical services prices are formed excluding their social purpose, pricing law in state and municipal medical organizations assigns to different entities, there are no price limitations for the citizens, living outside densely populated areas, salaries of head physician exceed the allowable limit. Article 41 of The Russian Constitution formally guarantees the right to health care and free medical care. However, in economic crisis conditions, familiar to citizens financial guarantee (insurance contributions and budget funds), is not able to meet the economic needs of the state and municipal organizations. The result is market rapid growth of paid medical services, which according to Article 41 of the Russian Federation Constitution are referred to another income and thoroughly regulated.
