Digital Inequality as a Factor of Social Stratification: Legal Mechanisms for Ensuring the Accessibility of Public Services for People with Limited Mobility and Elderly Groups

The article examines digital inequality as a systemic factor in the social stratification of modern Russian society. Based on an analysis of theoretical approaches and empirical data, the author argues that the transition of public services to a digital format, while expanding the formal accessibility of services, simultaneously gives rise to new lines of social division, the most vulnerable aspects of which are low-mobility and elderly population groups. Special attention is paid to the legal mechanisms ensuring the accessibility of electronic public services for these categories of citizens. It is concluded that the existing legal mechanisms are primarily compensatory in nature and insufficient to overcome the deep-seated digital inequality, which requires the institutionalization of a multi-channel service delivery and expanding practices of real participation of vulnerable groups in the design and evaluation of digital services.
